US DOC puts preliminary AD on Chinese stainless steel tubes

The US Department of Commerce announced its affirmative preliminary determination in the antidumping duty investigation on certain stainless pressure pipe from China.

Commerce preliminarily determined that Chinese producers and exporters have sold certain stainless pressure pipe in the US at 22.03% less than normal value. Winner Machinery Enterprise Co., Ltd, the sole participating respondent, received a preliminary rate of 22.03%. This is also the preliminary rate for all other Chinese exporters, including Zhejiang Jiuli Hi-Tech Metals Co Ltd, which qualified for a separate rate.

As a result of this preliminary determination, Commerce will instruct US Customs and Border Protection to suspend liquidation of entries of subject merchandise and to collect a cash deposit or bond based on the preliminary rate. Commerce is currently scheduled to issue its final determination in January.

Mr David Spooner assistant secretary for import administration said that “By dumping imports of certain stainless pressure pipe into the US, some foreign exporters continue to undermine engaging in fair trade with American manufacturers. The Administration will continue aggressively enforcing America's trade remedy laws to achieve strong and fair trading relationships.”

The petitioners for this investigation are Bristol Metals LP, Felker Brothers Corporation, Marcegaglia USA Inc, Outokumpu Stainless Pipe Inc and the United Steelworkers of America.
