Ukraine launches antidumping probe into imports of coated rolled steel from Russia, China

The interagency commission for international trade has launched an antidumping investigation into imports of some types of rolled coated steel originated from Russia and China.

According to the Uriadovy Kurier newspaper, the decision of the commission made on September 28, 2018 about launching the investigation will take effect from the moment of its publication, on October 3, 2018.

According to the information of the commission, some types of coated rolled steel originated from Russia and China could be imported at dumping prices, and a damage of Ukrainian producers could be caused. In particular, in the period under investigation (2015-2017) imports from Russia and China rose by 51 percent in absolute figures.

“In accordance with Article 12 of the law, the commission adopted decision No. AD-397/2018 / 4411-05, according to which it launched an antidumping investigation regarding the import of goods into Ukraine, which has the following description: flat products in rolls, sheets and strips of carbon or alloy steel (with the exception of high-speed steel) coated with aluminum, zinc, zinc-aluminum, zinc-iron, aluminum-zinc, aluminum-silicon, chromium, copper and nickel alloys or their melted alloys (except cladding), electrolytic (galvanic) or otherwise; chemically treated (…) originating from the Russian Federation and the People’s Republic of China,” the commission said.

The Economic Development and Trade Ministry was instructed to conduct the investigation.

The following tariff headings are included in the investigation: 7210 30 00 00, 7210 41 00 00, 7210 49 00 00, 7210 50 00 00, 7210 61 00 00, 7210 69 00 00, 7210 90 80 00, 7212 20 00 00, 7212 30 00 00, 7212 50 20 00, 7212 50 30 00, 7212 50 40 00, 7212 50 61 00, 7212 50 69 00, 7212 50 90 00, 7225 91 00 00, 7225 92 00 00, 7225 99 00 00, 7226 99 10 00, 7226 99 30 00, 7226 99 70 00.
