Abstract

Canada has historically been one of the major users of anti-dumping and anti-subsidy measures in international trade. This monograph provides an extensive and detailed review of Canadian practice under the Special Import Measures Act. It evaluates the performance and effectiveness of Canada's bifurcated administrative system, including the effectiveness of the public interest test; and discusses the issues posed for the continued use of these policy instruments given the trend towards "made in the world" production systems through the growing of global value chains, and the system friction being generated by the deep integration into the global system of production of China and other major developing economies.
