Since 1st October, new standard for exporting coffee has been applied

" It is agreed that coffee quality test under the standard TCVN 4193:2005 is compulsory before customs clearance since the new coffee crop 2007- 2008, specifically from 1st October." The deputy minister Luong Van Tu points out in the conclusion of the meeting on this matter held by Ministry of Trade.
 
Statistics show that in the coffee crop 2006- 2007, among nearly 708,300 coffee packets which was out of LIFFE market ( London limited market - England), Vietnam’s accounted for over 88%, increased by 19% to previous crop. Before that, more than 600,000 Vietnamese coffee packets had been excluded at Antwerp Port, Belgium Kingdom in the crop 2005- 2006.

In this crop, International Coffee Organization (ICO) sorted coffee imported at 10 ports in Europe. Among nearly 1.5 million excluded coffee- packets of 17 countries and territories, Vietnam had more than 1 million packets (accounted for 72 %). Vietnamese coffee's prestige is seriously damaged.

In the meeting on Vietnamese coffee potentials held at the end of March, president of Cacao and Coffee Association (VICOFA) Doan Trieu Nhan admitted that Vietnam did not have name among 25 countries volunteered to write its quality of exported coffee in the certificate of origin.

To explain this matter, Mr. Nhan supposed the reason was that the Decree No. 420 of ICO had not been announced because Vietnam had already stated standard of coffee in TCVN 4193: 2005. Although this standard was recognized by ICO, but up to now it was not applied by both buyers and sellers. “This is really the weak characteristic in management of exported goods’ quality of Vietnamese coffee industry”. As a result, many international coffee organizations have recently warned the status of Vietnamese coffee is only at level 3 or 4 and is excluded.

Now most of internal processing enterprises still export coffee which is sorted under old standard (TCVN 4193-93), with inferior standards of the percentage of moisture, the rate of broken beans and impurities. New standard (TCVN 4193: 2005) is recognized as standard document to classify coffee by ICO, however, has not been applied yet.

In one newly announcement of Trade deputy minister Luong Van Tu in the conclusion at the meeting on “Applying quality standard TCVN 4193: 2005 to Vietnamese exported coffee” points out it is agreed that quality test of coffee under standard TCVN 4193:2005 is compulsory before custom clearance. It will be applied since the crop 2007- 2008, from 1st October this year.

VICOFA also offers General Department of Quality Measurement to set a new standard and obligatory check list when clearing customs for exporting coffee consignments. Only when having certificate of quality, can these consignments be delivered to another countries.

This year, many experts predict the total output of Vietnamese coffee in the crop 2006- 2007 is 15.5 millions packets, about 900,000 tons are exported, and exporting turnover reach US 1,5 billion, the highest level up to now.
