Russia may curb pipe imports from China

Interfax reported that Russian government commission for protective measures in foreign trade is planning to consider imposing special protective measures against large diameter pipes imported from China.

A spokesman for the Economic Development and Trade Ministry said that the issue was put forward for discussion at the last commission meeting at the end of April, but a final decision was not made. Ministry officials did not specify what customs tariff measures might be imposed against large diameter pipes from China. Under the law, such a decision must be made following an antidumping investigation, on the basis of a government resolution.

As per report the Pipe Industry Development Foundation reckons Russian manufacturers lost about USD 360 million in 2007 because of pipe imports from China. China's share of total Russian pipe imports surged by nearly 150% YoY in the first half of 2007, as actual imports from China soared 250%.

A representative of the Russian foundation said that “FRTP and the China Iron & Steel Association held talks in January, during which the Chinese side refused to discuss a draft agreement on self regulation of shipments of Chinese pipes to the Russian market, citing a lack of authority to decide this issue.”

Russia's biggest producers of large diameter pipes are Pipe Metallurgical Company, United Metallurgical Company and the ChTPZ Group.
