Press release: Launching Trade Remedies Council (under the Chamber of Commerce and Industry)

Vietnameseexports have increased significantly over the past few years. However, exportgrowth also brings about threats. Anti-dumping, anti-subsidy and safeguard measuresare popular tools that are being used by importing countries to protect theirdomestic industries. These barriers have caused heavy loss to exportingcountries likeVietnam.In fact, Vietnamese goods have been subject to 31 anti-dumping, anti-subsidyand safeguard cases (in comparison with about 4000 cases initiated by all WTOmembers since 1995).

In addition,Vietnam’sWTO commitment to open up its market may lead to threats of unfair competition fromforeign goods or massive importation causing serious injury to domesticindustries. Meanwhile, most Vietnamese business associations and enterprises failto attach enough importance or lack of capacity to use anti-dumping,anti-subsidy and safeguard measures to protect themselves.

To helpbusiness associations and community deal with the threats of trade remediescases against Vietnamese exports as well as use these tools to protect domesticindustries from imports, VCCI has established Trade Remedies Council (TRC), which has 2 major functions:

(i)    Providingdirect consultations or  specific and systematicsupport for business associations and enterprises  in anti-dumping, anti-subsidy and safeguard cases(or threat of cases) against Vietnamese exports to other countries or againstimports intoVietnam;
 
(ii)   Carryingout or guiding the activities to raise awareness, improve skills of action orreaction for Vietnamese business associations and community in trade remedyissues.

From now, businessassociations and community may request the TRC to give advices, consultationsand supports to deal with any anti-dumping, anti-subsidy or safeguard cases (orthreat of cases). The consultation will be made under a flexible and effective mechanismand initially free of charge. Besides, publications and other updated informationabout related issues will be provided for related associations and businessesin time.
