The Board of the Eurasian Economic Commission (EEC) decided to introduce 5 years anti-dumping tariffs on herbicides from the European Union, the commission said.

The decision comes as a result of a survey initiated by business representatives of the Eurasian Economic Union (EEU) states that showed that in 2013-2016 herbicides (chemicals used for killing of weeds around industrial facilities, at aerodromes, railways and highways, as well as for crops protecting) from the EU were supplied to the union states at dumping prices. The dumping margin by various producers ranged from 27.47% to 52.23%, the statement said.

In 2013-2016, imports of herbicides from the EU annually increased at growing rates. The growth of imports from the EU amounted to 4,3%, 7,5% and 9% respectively in 2014, 2015 and 2016. Within the analyzed period, the prices of producers from the EU were lower compared to prices of the EEU producers by an average of 9.3%, the information explains.

Thus, as noted, the dumping imports from the EU undermined the EEU states’ market share and profit. The EEC Collegium also approved the price obligations of some EU herbicide producers taking voluntary commitments on the price policy at the union market. No anti-dumping tariffs will be applied for such producers’ deliveries as stipulated by the contractual and legal basis of the Union, the commission explained.
